The ‘Grama Volunteers System’ is a flagship initiative of the Andhra Pradesh government designed to bring government services directly to the people through the assistance of volunteers. The program involves the selection of village volunteers through elections, facilitating the efficient delivery of various social benefits and services to the public.

The Village Volunteers System’s Goals

The Village Volunteers System is implemented with the key objective of fostering trust in the government and ensuring the timely and corruption-free delivery of essential services directly to the people’s doorsteps. By bringing governance services to the homes of the citizens, the program aims to instill confidence in the government’s commitment to addressing people’s needs effectively.

Advantages of the Village Volunteers System:

In the framework of this initiative, a single volunteer will cater to the needs of 50 families within each village. Each designated volunteer will be provided with identity cards and will receive a monthly allowance of Rs. 5,000.

Application Procedure for Village Volunteers System:

To apply for the Grama or Ward Volunteer position, the Panchayat Raj and Rural Development Department, Andhra Pradesh, offers an online registration process. Here are the steps involved:

  1. Visit the official Grama/Ward Volunteer website.
  2. Click on the ‘Apply Now/Login’ button.
  3. Agree to the declaration by clicking on ‘I accept.’
  4. On the eligibility check page, input the required details and click on the ‘Check’ button.
  5. Provide the Aadhaar number, captcha code, and click on ‘Send OTP.’
  6. Enter the OTP received on the mobile number and click ‘Verify OTP.’
  7. If Aadhaar number is not available, select ‘Aadhaar Not Available,’ enter the mobile number, and follow the OTP verification process.
  8. Enter personal details like name, father’s name, gender, and date of birth. Click on ‘Verify Aadhaar.’
  9. Demographic details matching the Aadhaar card will be displayed. Upload a profile image by selecting the image file and clicking ‘Upload.’
  10. Enter residence address for communication and village/ward details.
  11. Upload residence proof, provide email and mobile number, and click on ‘Go and Continue.’
  12. Select qualification, university/board, enter registration number, choose year of pass, type of pass, and marks secured. Upload the certificate and click on ‘Go and Continue.’
  13. Indicate if the applicant belongs to the OC category and if they are differently abled. Click on ‘Apply.’
  14. Tick the declaration and click on the ‘Apply’ button to submit the application successfully.

It’s important to note that applicants can only apply during the open registration period. Check the Grama/Ward Volunteer website for information on whether the registration for volunteering is currently open or closed. As of now, registration for this program is closed.

  6. Community certificate indicating participation in the community.

Objectives of the Village Volunteers System:

The Village Volunteers System has been strategically designed to reach the most economically disadvantaged segments of society, fostering self-sufficiency across all villages. Chief Minister Reviews Village Administration During TDP Rule

Expressing concerns, the Chief Minister asserted that numerous projects implemented during the TDP government were marred by significant corruption. The leader of the TDP, Chandrababu, has consistently criticized the current state administration, particularly for its handling of village volunteers and its failure to generate over 1,26,000 jobs. In response, YSRCP leaders dismissed Chandrababu Naidu’s claims as politically motivated revenge, contending that despite being in power for five years, the TDP did not create new jobs or provide unemployment benefits.

In a proactive move, the state government has generated direct employment opportunities for approximately 1,30,000 individuals by filling positions in both villages and cities simultaneously. Starting from October 2, the government is implementing a policy across all village central departments, ensuring accessibility to the public. Consequently, individuals on the shortlist have already received their appointment letters.

A groundbreaking development in Andhra Pradesh involves the establishment of the village Secretariat system. This initiative marks the first time in the country’s history that all major government department workers are centralized within the village secretariat system. This historic move aims to decentralize governance, providing a one-stop location for all departments in the village secretariat. Eligibility Criteria for Village Volunteers System:

Previously, elderly citizens had to endure long waits at government offices for their pensions. However, with the volunteer system, they now receive their pensions directly at their doorstep, eliminating the need for them to stand in queues.

The volunteers, acting as liaisons between the government and the people, play a crucial role in ensuring that citizens avail themselves of various government schemes. To address this issue, the Andhra Pradesh government, led by CM YS Jaganmohan Reddy, introduced the Crop Cultivator Rights Rules Act (CCRA), 2019, alongside the YSR Rythu Bharosa Scheme.

While both the Central and State governments collaboratively offer an annual financial remittance of Rs. 13,500 to small farmers, the Andhra Pradesh state government has taken a groundbreaking step by committing to provide the entire sum exclusively to tenant farmers. This marks a historic moment, as it is the first time in the country’s history that tenant farmers are considered in the implementation of government schemes.
